미국연방통신위원회(Federal
Communications Commission)는 전파자원의 효율적 이용관리 방안의
일환으로 주요전기·전자제품에서 발생하는 불요전자파(EMI)를 규제하고 있다. 이와같은
규제는 연방
통신법에 의거 실시되는데 위반시는 법에 따라 제품의 수입, 판매, 전시, 광고등 유통전반에
걸친 강력한
제재가 수반된다. 따라서 관련제품에 대한 FCC의 인증을 받지 못하면 미국내로 제품을
상륙시키는
것이 불가능하며 FCC인증 획득은 필수적인 것이다.

FCC는 통신시장의 경쟁력 강화와
공공의 이익을 보호하기 위한 임무를 갖고 있으며, 의회로부터 승인
받은 사항으로 무선, TV, 위성, 케이블에 대한 각 주 및 국제적인 통신에 관련한 정책을
개발하고 이를
이행하는 독립적인 정부대리 기관이며 무선에 관련된 FCC 부서는 OET(Office of
Engineering and Technology)이다. |

FCC의 인증이 필요한
관련규정은 CFR(Code of Federal Register) Title
47 (Telecommunications) 에
규정되어 있으며 각 Part별 내용은 다음과 같다. |

| CFR 47 Part
15, 18, 95등 규정에 따른 FCC 인증 대상기기는 주로 송·수신기,
정보기기류, 방송수신기(FM,TV,VCR), CB송·수신기등이 해당된다.

| FCC의 인증은 모든
대상기기에 대해서 획일적으로 적용하는 것이 아니라, 제품별로 차등을 두어 다음과
같이 3가지의 인증절차로 구분하여 운영하고 있다. |

Certification
의도적으로 전자파에너지를 사용하는 송신기 및 일부 수신기등과 같이 전자파를
많이 발생하는 제품은 통신체계에 중대한 영향을 미칠 수 있기 때문에 FCC
filing 시험소에서 시험을 한 후, 시험성적서 및 관련서류등을 FCC에서
확인을 받도록 하는 인증제도다. 신청자는 이 인증구분에 해당하는 제품에 반드시
FCC ID.를 부착하여야 하고, FCC 인증비용을 지불하여야 한다. |

DoC(Declaration of Conformity)
승인절차간소화 및 규제완화 차원에서 일부제품에 대하여, NIST(The National
Institute of Standards and Technology)에서 운영하는
NVLAP(National Voluntary Laboratory Accreditation
Program)에 의하여 승인된 시험소(Accreditation Laboratory)
에서 FCC 규정에 따른 적합성 시험을 한 후, 이 시험소에서 발행한 성적서에
의하여 별도의 인허가 절차없이 제품에 관련 마킹을 부착하여 직접 출하할 수
있는 인증제도다. 이 인증구분에 해당하는 제품은 FCC ID. 대신에 DoC
관련 FCC 마크를 부착하도록 요구받고 있으며 별도의 FCC 인증비용은 없다.

Verification
또한 불요전자파를 발생시키는 제품이라도 전반적으로 제품의 Noise Level이
안정되어 있고 통신수단이나 다른 제품의 동작에 큰 영향을 미치지 않는다고 판단하는
제품은 제조자가 직접 관련 FCC 규정에 따라 제품시험을 하고 만족할 경우는
별도의 확인 없이 미국에 제품을 출하할 수 있는 인증제도로써, FCC ID
및 별도의 인증비용은 필요하지 않다. |

이때, 구비서류는 인터넷을 통한 FCC 인증신청을 위하여 FCC에서
요구하는 file format(MS Word, Word Perfect,
Adobe Acrobat PDF, JPG등)으로 된 디스켓으로 제출하여야
한다.
주의할점으로 FCC는 CFR Part 15, Section 15.19
규정에 의하여 제품에 따라 기기몸체 및 사용자
설명서에 별도의 Marking을 요구하고 있다. 제품외관사진 및
사용자설명서를 제출할 때에는 본 marking 요구사항에 만족해야
한다 |

| 2)
제품시험 |
시험은 FCC
규정에 따라 ANSI 63.4-1992에 따라 수행하며, 시험기간은 제품에
따라 다소의 차이가 있으나 불합격이 발생하지 않는 한 약 2~3주가 소요된다.
만일 제품 시험에 부적합한 경우 보완사항에 대한 정보를 제공하며, 추가비용
없이 무료로 2회에 한하여 재시험이 가능하다.
FCC 인증의 최대 관건은 부적합 없이 시험을 완료하는 것이므로, 신청자는
사전에 FCC 규정을 충분히 숙지하시어 제품을 설계하여야 한다. |
| 3)
Grantee Code 신청 (FCC 최초의 신청자 경우 해당) |
FCC는
효율적인 인증관리를 위해서 Certification 인증절차의 제품에 FCC
ID.를 부착하도록 요구하고
있으며, 이 FCC ID.는 FCC로부터 할당받는 Grantee Code와
신청자가 임의로 정하는 Equipment Product Code로 구성된다.
이 Grantee Code는 일종의 업체 등록표시이기 때문에 한 번 지정받으면
영구적으로 사용할 수 있다.

Code를 할당받기 위해서는 인터넷을 통하여 신청하면 즉시 발급되며,
Grantee Code 발급에
따른 비용($45.00-)을 송금수표로 FCC에 보내야 한다.
이때 주의할점은 Grantee Code를 할당받은
후, 시험성적서가 포함된 인증서류를 FCC에 5일안에 접수시켜야
하므로 사전에 제품시험을 완료하여야 하며 신청에 따른 제반사항 준비가
완벽하게 되어 있어야 한다. |

| 4)
인증신청 및 승인 |
제품시험이
완료되고 FCC ID.가 구성되면 인터넷을 통하여 인증신청을 하여야 한다.
인증신청을 위해서 라벨, 제품사진(외부 및 내부), 블록도, 회로도, 시험성적서,
시험배치사진, 사용설명서 및 회로동작설명서등이 기록된 file들을 첨부하여야
한다.
인증신청이 완료가 되면 FCC는 신청자가 인증진행 상태를 확인할 수 있도록
Form 731 Confirmation Number를 발급해주며 인증비용은
FCC Form 159 및 관련 FCC 731 Form을 첨부하여 즉시 FCC로
우편으로 송부하여야 한다.
FCC로 우편으로 송부할 때 주의할점은 일반우편으로 발송되는 주소와 DHL등과
같은 배달인(courier)에 의해 발송되는 주소가 상이하므로 주의하여야 하며,
빠르고 정확하게 도착하기 위해서는 배달인을 이용할 것을 권고한다.
FCC는 신청서가 접수되면 행정검토(Adminstration Review)와
기술적검토(Technical Review)로 구분
하여 신청서류를 검토한다. 만일 제출된 신청서류에 문제가 있으면 인증신청시
기재된 신청자 및
시험소에 40일 또는 60일 이내에 추가자료를 제출하도록 e-mail로 요구하며,
이에 따라 신청자는
인증신청방법과 동일하게 추가자료를 인터넷 통하여 제출하여야 한다.
FCC는 신청서류등을 검토한 결과 이상이 없으면 신청자에게 인증서를 우편으로
발부한다. 1999년부터 FCC는 처리기간을 단축하고 있으며 제품별로 다소의
차이가 있으나 인증신청으로부터 약 4∼6주 정도 소요된다.
신청자는 FCC 인증진행 상태는 인테넷을 통하여 FCC ID. 및 인증신청시
발급되는 Form 731 Confirmation Number를 입력하여 조회해볼
수 있으며, 인증확인후 우편으로 인증서를 받기전에 제품을
선적을 할 수 있다. |
